Commercial HVAC is the fastest-growing skilled trade of any real size in the United States, and the equipment it installs is being changed by federal schedule. Those two facts are usually reported apart. Together they say something you can act on: the people who can install what becomes mandatory are being hired now.
The hiring arithmetic
Two federal occupations carry commercial HVAC work: the mechanics and installers, and the sheet metal workers who fabricate and hang the ductwork. Between them they employ 572,000 people and must absorb 50,400 openings a year.
| Occupation | Employed | Openings / yr | Share | Growth to 2035 | Median pay |
|---|---|---|---|---|---|
| Heating, Air Conditioning, and Refrigeration Mechanics and Installers | 440,900 | 40,600 | 9.2% | +11% | $61,010 |
| Sheet Metal Workers | 131,100 | 9,800 | 7.5% | +3% | $61,800 |
| Combined | 572,000 | 50,400 | 8.8% | — | — |

The two halves are not moving together. Mechanics grow 11% to 2035 while sheet metal grows 3%. Pay is close enough to be interchangeable — $61,010 against $61,800 — which matters, because the two trades recruit from the same apprentice pool and a candidate choosing between them is not choosing on money.
What changes on 1 January 2027
The next date on which it becomes illegal to install equipment that was legal the day before.
Who this lands on. EPA restricts the installation of new field-assembled systems. Components used to repair existing systems are not subject to these restrictions. So it is install crews, estimators and project managers who need the capability, not the service department keeping installed equipment running.
The full schedule
Installation compliance dates for the subsectors a commercial mechanical contractor actually works in.
| Date | Subsector | GWP limit | Status |
|---|---|---|---|
| 1 January 2025 | Residential and light commercial air conditioning and heat pumps Mini-splits, unitary systems | 700 | In force |
| 1 January 2025 | Chillers Comfort cooling | 700 | In force |
| 1 January 2026 | Chillers Industrial process refrigeration, exiting fluid at or above −30 °C | 700 | In force |
| 27 July 2026 | Cold storage warehouses All charge sizes; interim limit first | 700 then 150 or 300 by charge size from 1 January 2032 | In force |
| 1 January 2027 | Variable refrigerant flow systems | 700 | Ahead |
| 1 January 2027 | Data centers, computer room air conditioning, and IT equipment cooling | 700 | Ahead |
| 1 January 2027 | Retail food refrigeration Supermarket systems; interim limit first | 1,400 then 150 or 300 by charge size from 1 January 2032 | Ahead |
| 1 January 2028 | Chillers Industrial process refrigeration, exiting fluid −50 °C to −30 °C | 700 | Ahead |
| 1 January 2030 | Chillers Semiconductor manufacturing, charge 100 lb or less, at or above −50 °C | 700 | Ahead |
Source: EPA, Technology Transitions HFC Restrictions by Sector, Installation Compliance Date column, read 2026-10-06. Two subsectors carry an interim limit before a tighter one; both steps are shown, because quoting the later limit against the earlier date is the most common way this table is misread.
There is a second exception worth knowing, and it has already closed to most people. Higher-GWP variable refrigerant flow systems could be installed until 1 January 2027, and until 1 January 2028 in buildings permitted before 5 October 2023 — but both extensions require every component to have been manufactured or imported before 1 January 2026. That cutoff has passed. Whatever is not already in a warehouse is not getting the extension.
The supply side tightens in 2029
The AIM Act, enacted 27 December 2020, phases US production and consumption of HFCs down by 85% by 2036 against a baseline of 302.5 MMTEVe consumption. The cap sits at 60% of baseline today and drops to 30% in 2029.
| Period | Cap, % of baseline | Consumption (MMTEVe) |
|---|---|---|
| 2020-2023 | 90% | 273.5 |
| 2024-2028 (now) | 60% | 181.5 |
| 2029-2033 | 30% | 90.8 |
| 2034-2035 | 20% | 60.5 |
| 2036 and after | 15% | 45.4 |
Source: EPA, Frequent Questions on the Phasedown of Hydrofluorocarbons. Baseline: 302.5 MMTEVe consumption, 382.5 MMTEVe production.
One consequence falls on service work rather than installation. From 1 January 2029, servicing and repair in supermarket systems, refrigerated transport, automatic commercial ice makers must use reclaimed HFCs. A service department that has not thought about recovery and reclaim practice has until then to.
Where the shortage actually sits
Not with the technicians. The median HVAC mechanic is 39.9 years old against 42.1 for the US workforce as a whole — a younger trade than the average job, not an older one. The scarcity is a layer up: the oldest supervisory occupation we track runs 47.6, and it is the person deciding whether a 2027 job is specified and bid correctly who is hardest to replace.

What this means if you are hiring
- Screen for A2L exposure directly. EPA's Section 608 programme certifies Core and Types I to III and sets out no separate A2L credential, so nothing on a resume will show it. Ask what systems they have charged, what detection they have worked with, and what changed on their last A2L job.
- Hire for the deadline you are bidding, not the one you are installing. Work landing after 1 January 2027 is being estimated now.
- Separate the install problem from the service problem. The equipment restrictions fall on new installations; the reclaimed-refrigerant requirement from 1 January 2029 falls on service. They are different hires.
- Expect to compete on something other than pay. At $61,010 against $61,800, the two halves of this trade pay within a few hundred dollars of each other.
Common questions
What changes for commercial HVAC on 1 January 2027?
New variable refrigerant flow systems, and new data centre, computer-room and IT equipment cooling, may only be installed with refrigerants under a 700 global warming potential limit. Retail food supermarket systems move to an interim limit of 1,400 on the same date, not the 150 often quoted — that tighter limit arrives on 1 January 2032. EPA restricts the installation of new field-assembled systems. Components used to repair existing systems are not subject to these restrictions.
Does the refrigerant transition affect service technicians or installers?
Primarily installers and the people who design and bid the work. EPA restricts the installation of new field-assembled systems. Components used to repair existing systems are not subject to these restrictions. The exception is servicing: from 1 January 2029, supermarket systems, refrigerated transport, automatic commercial ice makers must be serviced with reclaimed HFCs.
How many commercial HVAC workers does the US need to hire each year?
About 50,400 a year across the two federal occupations that carry commercial HVAC work - 40,600 heating, air conditioning, and refrigeration mechanics and installers and 9,800 sheet metal workers - against a combined workforce of 572,000. That is 8.8% of the workforce replaced or added annually.
Is there a separate EPA certification for A2L refrigerants?
Not as a distinct credential. EPA's Section 608 programme certifies technicians as Core and Types I to III. Because no certificate establishes A2L experience, the only way to establish it when hiring is to ask directly what systems a candidate has charged and what leak detection they have worked with.
Why does the HFC allowance cap matter for hiring?
The AIM Act phases HFC production and consumption down to 85% below baseline by 2036. The cap is at 60% of baseline through 2028, then drops to 30% in 2029. Supply of the refrigerants in the installed base tightens at that step, which raises the value of technicians who can work on both the old and the new equipment.

- On the A2L point we are reporting an absence, so the claim is kept narrow: EPA's Section 608 certification describes Core and Types I to III and sets out no separate A2L credential. We do not claim none will ever exist.
