Commercial Cleaning & FM licensing in New York.

New York has no janitorial contractor registry, but it does license mould work, and that licence reaches cleaning companies doing water-damage cleanup. Labor Law article 32 defines mould remediation as the business of removal, cleaning, sanitizing or surface disinfection of mould, and section 930(6) defines a 'project' as remediation, assessment or abatement of areas greater than ten square feet. Routine cleaning is expressly excluded from the definition of a project, as is construction, maintenance or repair undertaken for purposes other than remediation. The practical line is the ten square feet: above it your company needs a mould remediation contractor licence and the workers need their own abater's licences, and training must come before licensing. Note that the bar on advertising or holding yourself out as a mould assessment contractor in section 931(1) carries no project qualifier at all. The same state rules apply in New York, Buffalo, Rochester and Syracuse, so candidates licensed there can work in Albany without re-qualifying.

Licensing authority: New York State Department of Labor. Confirm current rules with the agency.
