Commercial Cleaning & FM licensing in California.

California is the state that licenses the industry itself. Under the Property Service Workers Protection Act, Labor Code 1420 to 1434, any employer with at least one covered janitorial worker, or that engages others by contract, subcontract or franchise to provide janitorial services, must hold an annual janitorial registration from the Labor Commissioner, $500 to apply and $500 to renew on the anniversary date. Registration carries a training mandate: at least two hours of in-person, interactive sexual violence and harassment prevention training every two years for non-supervisory covered workers and their supervisors, using Labor Occupational Health Program materials delivered by a qualified organisation, new hires within six months, records kept three years; online or video delivery cannot satisfy it on its own under 8 CCR 13820(c). Operating unregistered costs $100 per calendar day up to $10,000, and a company that contracts with an unregistered janitorial employer faces $2,000 to $10,000 for a first violation and $10,000 to $25,000 after that. Residential-only cleaners and businesses buying janitorial services for their own premises are outside the registry, and workers predominantly doing post-construction debris cleanup or street cleaning are outside the covered-worker definition. The same state rules apply in Los Angeles, Riverside, San Francisco, San Diego, Sacramento, San Jose, Bakersfield, Stockton and Modesto, so candidates licensed there can work in Fresno without re-qualifying.

Licensing authority: Labor Commissioner's Office (Division of Labor Standards Enforcement), California Department of Industrial Relations. Confirm current rules with the agency.
